Apostle Welsh is the founder and Pastor of Breath of God Christian Fellowship (BGCF) in Aberdeen, Maryland, where she has served the ministry since 1990. Under Apostle Welsh’s pastorate, Breath of God Christian Fellowship is involved in prayer ministry, evangelism, prison ministry, bible education and various outreach activities. She is blessed with a loving and supportive husband, Booker W. Welsh, Jr. The Welsh's are co-laborers together with Christ.

Apostle Welsh graduated from Brewer High School in Greenwood, South Carolina. She is accredited with educational training at the University of Maryland, Towson, Maryland; John Wesley Seminary, Washington, DC; The Word of Faith Bible College, Edgewood, Maryland and Gallaudet University in Washington, DC.

God has gifted and equipped Apostle Welsh for apostolic ministry. She currently furnishes a spiritual covering and covenant network for the Breath of God International partners including, BGCF Church; Works of Deliverance Fellowship International Ministries, Johnstown, PA; Maranatha Christian Fellowship, Cumberland, MD; WatchNight Ministries, Incorporated, Canton, GA; New Life International Ministries, Baltimore, MD; and My Father's Heart, Inc., Aberdeen, MD.

She is also the President of Rûchá, Inc., a non-profit organization that provides emergency relief and job training to the Aberdeen community and surrounding areas. Apostle Welsh was formerly the primary Teacher and Overseer of Noonday Manna Bible Study at the Social Security Administration (SSA) in Woodlawn, MD. This study group continues to minister the Word at SSA through faithful teachers within the group.

Characterized as a dynamic and electrifying speaker, Apostle Welsh preaches, teaches and imparts the Word of God by instruction and example. She speaks prophetically what she hears from the Father. She is a true servant who believes that her greatest privilege is bringing glory to the Lord Jesus Christ!
